HAPI Lunch Meeting – July 2018

We were honored to have Ralph Rizzo, FHWA Hawaii Division Administrator as our guest speaker.  Ralph Rizzo moved into the Division Administrator position in October of 2016 after serving as Assistant Division Administrator for the Hawaii Division since November of 2014.  He leads a team responsible for administering a more than $170 million annual Federal-aid program in the State of Hawaii, and the Pacific Territories of Guam, American Samoa, and the Northern Mariana Islands.

Ralph began his presentation by describing his staff of fourteen professionals (click here for organization chart), who provide leadership and guidance to State and local officials on national transportation program policy and goals in the planning, design, construction and operations of the nation’s highway system.

He presented two programs that may not have be familiar to everyone.  The first program is Every Day Counts (EDC). EDC is a State-based model that identifies and rapidly deploys proven, yet underutilized innovations to shorten the project delivery process, enhance roadway safety, reduce traffic congestion, and improve environmental sustainability.  We are currently on Round 5 of initatives (click here for the list).  Ralph explained that a new round happens every two years.

The second program is the State Transportation Innovation Council (STIC), which recently got started in Hawaii.  The Hawaii group meets quarterly, and had their first meeting in May 2018.  One goal of the Hawaii STIC is to have younger members, as opposed to the typical members that are directors and department heads.  Click here to learn more about the STIc.  Ralph noted that Jon Young is a member of the STIC and is avialable for questions from the HAPI members.

Ralph also discussed LTAP (Local Technical Assistance Program) and funding of projects.  Casey Abe from the HDOT joined the discussion, explaining the recent change to use contractor testing for acceptance.
