We were honored to have the new City and County of Honolulu, Department of Design and Construction (DDC) director Robert Kroning as our guest speaker. He shared with about 40 members and guests DDC’s goals as they relate to the paving industry, provided an update of the Mayor’s paving program (see below), took us thru the process of a project from start to putting the plans out to bid, and discussed upcoming projects.
Mr. Kroning provided an update of the City’s Road Rehabilitation Program:
– Work completed: 2014: 305 lane miles completed; Two year total: 703 lane miles
– Funding: FY14 – $128M; FY15 – $132M; FY16 – Over $100M will be requested
– The City’s goal is to continue on the 300 lane miles per year pace
He shared the following lessons identified:
– Need better picture of utility locations before executing construction contract
– Construction crews need to be wary and accommodating to public requirements
– Need to close out projects (punchlists) faster
– City to provide HAPI updated lists periodically
– Need to maintain construction schedule better
– City moving to a two step selection process
