The Federal Highways Administration (FHWA) and the Asphalt Institute were in Hawaii to conduct two half day workshops. The presenters for both workshops were Bob Humer, PE., Sr. Regional Engineer (for CA, AZ, NV, OR, WA and HI), Asphalt Institute, and Jason Dietz, Pavement & Materials Engineer, FHWA Resource Center Lakewood, Colorado .
On July 30, about 70 people attended the workshop on Oahu held at the Pearl Country Club. The next day, about 55 people attend the workshop on Maui at the J. Walter Cameron Center. (see photos below).
The workshop offered owners, engineers, and contractors the opportunity to find out more about the latest in tack coat technologies and best practices. It also provided the most current information on tack coats and emphasize the importance of providing a long lasting bond between asphalt layers. Attendees came away with a better appreciation of tack coats.

On 7/29, a pre-meeting was held to discuss what would be presented and to share Hawaii’s tack coat experiences and issues, The meeting was held at the Department of Transportation (DOT) Punchbowl Street office and teleconference with their Maui District and Hawaii District offices. Representatives from the Counties as well as from HAPI were also in attendance. HAPI was represented by Executive Director Jon Young, along with Rich Gribbin of Jas. W. Glover, Ltd., John Moody of SealMaster Hawaii, and Calvin Shiroma of Grace Pacific LLC.
